Interviewer Nadim questions researcher Hala and policy analyst Basim about a fictional neighbourhood’s oral-history archive. A choice between publishing every recording and withholding every story gives way to a demanding discussion of permission, usable access and incomplete records.

Nadim — interviewer: The archive’s advertisements say that the stories of Al-Ghadir neighbourhood belong to everyone. Will you open the recordings on the website, or keep them prisoners in a cupboard? I fear talk of protection may be a polite name for denying people their past.
Hala — researcher: The neighbourhood and archive are fictional, and we have twenty-four interviews with different conditions. But your question makes publishing every voice and withholding every story the only choices before we examine what their contributors allowed.
Basim — policy analyst: Let us correct the advertising phrase: a shared connection does not by itself determine how access should work. Still, naming a third option will not be enough if a reader cannot actually use it.
Nadim — interviewer: For someone requesting an interview from a distant city, then, what is the difference between closing the archive and allowing listening in a room they cannot reach? The door may be open in the description and closed in their experience.
Hala — researcher: That challenges a particular method, and I am not proposing the room as a solution for every interview. Eight interviews have permission for their voices to be published; ten have permission for text publication after their contributors review it, without their voices; six have no permission for publication.
Basim — policy analyst: With that division, the distant reader could find eight audio items and ten texts. But do not describe the texts as the recordings themselves: a pause or a laugh may carry a meaning that words alone do not preserve.
Nadim — interviewer: Do we lose the speaker’s voice because they do not want to be identified? If we changed their name and deleted the street name, perhaps we could publish the whole story. Is that not less restrictive than offering only a text?
Hala — researcher: One contributor asked us to remove the reference to her work at the bakery and the day its roof collapsed. She said neighbours would identify her from those two clues even under a pseudonym. She permitted the reviewed text, not an experiment in publishing her voice.
Basim — policy analyst: Changing the name therefore addresses part of the issue; it does not automatically expand permission. Conversely, if we delete the work, the incident, and every distinctive detail, we may retain a story we consider safe but one that says nothing useful.
Nadim — interviewer: I understand the limits of a pseudonym, but I fear review could become a reason for endless postponement. The website promises stories and the visitor finds a list of titles. Where does care end and failure to honour the promise begin?
Hala — researcher: Four contributors to the ten texts have returned their reviews; six have not yet replied. I suggest publishing the four completed texts with the eight recordings now and explaining that the other six texts do not yet meet the conditions for release.
Basim — policy analyst: We must not count silence as agreement to fill out the total. But “not yet completed” needs someone responsible for following up; otherwise we hide stalled work behind a superficially precise description. Who will contact the contributors, and when will they report what happened?
Nadim — interviewer: In that case, may I say that half the archive is available? Eight recordings and four texts equal twelve interviews. I want a clear phrase, not a correct number that conceals the difference between what the reader hears and what they read.
Hala — researcher: Say that material from twelve interviews has been made available, and mention both formats. We will not claim that every text preserves the complete interview. I will handle correspondence on Thursday, then post an update after two weeks, even if no reply arrives.
Basim — policy analyst: The update should describe the work’s status, not name those who have not replied. And we should not group the six interviews barred from publication with the six pending texts: the numbers are similar, but the reasons each group is absent from the website differ.
Nadim — interviewer: What will a researcher see about those restricted interviews? If we do not indicate that they exist, someone may think the published stories represent the neighbourhood in all its diversity. I do not want to publish the content; I want to prevent that excessive inference.
Hala — researcher: Their contributors allowed us to state the number and general subjects without names. We will say that six interviews concern moving and work and have not been released. That shows a limit in the published collection; it does not replace hearing what their contributors said.
Basim — policy analyst: We should also avoid calling them “missing voices” if that prompts readers to imagine a dissent we have not heard. We know their material is unavailable; we do not know that it contradicts the stories we plan to publish.
Nadim — interviewer: I return to cost, because editing the texts and contacting their contributors takes time. Can we promise readers equal access when some material is ready and some needs work for which we have not yet allocated time?
Hala — researcher: No. In the plan we allocated two working days to editing the ten texts. If review requires more, we will announce that and revise the date; we will not move a text into the restricted category because we failed to finish our work on time.
Basim — policy analyst: That distinction is fundamental: a restriction imposed by a contributor is not an administrative delay. And an intermediate option is not fair just because it is intermediate; we assess what it offers, what it excludes, and whether we can carry it out, rather than its place between two extremes.
Nadim — interviewer: So you are not rejecting the demand for access; you reject equating it with publishing every recording. The website needs a narrower promise, so the visitor is not the first to pay the price of our vague advertisement.
Hala — researcher: I agree to change the promise, but not to describe every restriction as exclusion. We will say that we offer material in stated formats and under stated conditions, and make the gaps clear. That is less attractive than the slogan about everyone, but closer to what we will provide.
Basim — policy analyst: Agreement on the new wording must not mean we have settled every item in the archive. If a contributor objects to a particular summary, we will examine that summary; we will not demand that they accept it to protect the plan’s balance.
Nadim — interviewer: Then I will restate the interview question: what will be available, to whom, in what format, and what prevents the rest from being available? That lets me hold you to a specific answer without asking you to select a description that does not match the reality.
Hala — researcher: With the answer, I will present the list of ready material and the update date. I will not use rejecting the two choices as an excuse to leave the website empty: we now have things to publish, things awaiting review, and things we lack permission to publish.
Basim — policy analyst: Let the headline preserve these distinctions. The archive is neither unrestricted nor closed; occupying the space between those descriptions does not excuse it from explaining each restriction or completing what it promised to release.
