هُدَى: كَذَلِكَ صَرَفْنَا ثَمَانِيَ سَاعَاتٍ فِي إِعْدَادِ الْمُقْتَرَحِ، وَلَا نَسْتَطِيعُ اسْتِرْدَادَهَا بِالْمُوَافَقَةِ عَلَيْهِ. نُسَجِّلُ هَذَا الْجُهْدَ، لَكِنَّنَا نَسْأَلُ عَمَّا سَيَتَرَتَّبُ عَلَى الْخُطْوَةِ الْمُقْبِلَةِ.
مُنَى: وَأُرِيدُ أَلَّا تَكُونَ الِاسْتِبَانَةُ حَاجِزًا آخَرَ. بَعْضُ الْمُنْتَظِرِينَ لَا يَقْرَأُ رَسَائِلَ الْوَرْشَةِ فِي وَقْتِهَا، وَبَعْضُهُمْ يَحْتَاجُ إِلَى مُسَاعَدَةٍ لِتَحْدِيدِ الْأَوْقَاتِ. قَدْ نَعُدُّ الصَّامِتِينَ غَيْرَ مُهْتَمِّينَ، فِي حِينِ أَنَّ طَرِيقَةَ سُؤَالِنَا هِيَ الَّتِي أَخْرَجَتْهُمْ مِنَ الْحِسَابِ.

Faris — engineer: In the fictional Al-Saha workshop, the current room offers eight weekly equipment-use slots. I propose a larger room with a sixteen-slot schedule. This estimates the plan’s capacity; it does not promise that every slot will be filled.
Huda — economist: The project sheet estimates a cost of one hundred and twenty fictional budget units. Doubled capacity may serve existing demand, but the number alone does not establish that demand exists.
Muna — community representative: Last week all eight slots were booked, and six requests remained without bookings. I am not saying that proves we need sixteen slots, but I fear the lack of information becoming a reason to leave those waiting where they are.
Basim — chairperson: We need a decision today, not a claim that doubt has disappeared. The written offer in our story allows us to reserve the equipment for three weeks for ten units. We recover six if we cancel, and the ten counts towards the hundred and twenty if we proceed.
Faris — engineer: The offer also states that the delivery date moves back four weeks if we do not reserve today. I am not saying a delay ruins the project, but waiting does not mean staying at the same point.
Huda — economist: The reservation can therefore be cancelled, but not without cost: four units will not return to us. Losing them does not make buying the equipment obligatory. I want us to separate the reservation amount from committing to the total.
Muna — community representative: And who are the people waiting in our count? Two of the six requests were submitted by the same two people after their initial requests. We therefore have four people, not six. Still, correcting the count does not make their need less serious, even if it narrows what we infer from it.
Basim — chairperson: Do four people mean four additional slots? If they wanted the same time, the weekly total alone would not reveal the bottleneck. Let us examine when the need occurs, to avoid promising a solution that does not address it.
Faris — engineer: Correct: my schedule assumes use distributed over different days. I have not estimated how many people would accept those times. If we describe sixteen as confirmed demand, we will have moved a number from the capacity column to a column we have not yet measured.
Huda — economist: We also spent eight hours preparing the proposal, and approving it cannot recover them. We record that effort, but ask what the next step will entail.
Muna — community representative: I also want the questionnaire not to become another barrier. Some of those waiting do not read workshop messages in time, and some need help identifying times. We may count silent people as uninterested when our way of asking was what left them out of the count.
Basim — chairperson: The workshop office has four available hours this week within its existing schedule. We will allocate them to telephone and face-to-face responses alongside the written form. We will not count non-response as refusal, but will not turn it into a confirmed booking either.
Faris — engineer: I suggest offering the proposed schedule’s actual times in the question. If we ask about need generally, we may receive wishes we cannot serve.
Huda — economist: Let us bound what we do today: ten units for the reservation, with no authorisation to purchase. After three weeks we review demand and the schedule. Even with confirmed requests, the question of whether spending the total takes priority will remain.
Muna — community representative: I accept the limit, but the burden of waiting does not fall equally on us. Those who obtained a slot will continue their work; those who did not will postpone it. I want this in the minutes, not as an argument precluding refusal, but as a cost absent from the amount.
Basim — chairperson: That will be stated, and we will also publish the review date so deferment does not become endless. But what would make us reopen the purchase decision? I do not want the arrival of the date alone to justify approving what we deferred.
Faris — engineer: Let us require twelve requests from current users and those waiting for different weekly slots after removing duplicates. This is a threshold we propose for reopening review, not a rule proving the large plan is better. If the requests cannot be distributed, the report must show that, not just their number.
Huda — economist: Then I will compare the hundred and twenty with the alternative of movable cupboards. Its estimate in our sheet is thirty units for a twelve-slot schedule. We have not chosen it or established that it serves the requested times, but it deserves comparison before the large commitment.
Muna — community representative: I do not oppose the comparison, and ask it to state who would remain outside each schedule. If the cheaper alternative served only current users, its smaller number would not suffice to call it better.

Huda — economist: I will write that the reservation preserves a temporary option and does not buy certainty. If we cancel it, we will not hide the lost four; if we proceed, we will not add the ten to the hundred and twenty a second time. The decision’s limits must appear in the account.

Faris — engineer: To avoid confusion, the current eight-slot schedule will remain during the three weeks. The reservation concerns proposed equipment, not opening the new room.
Huda — economist: The four we might lose is the cost of this temporary option, not the entire cost of information. We will gather responses using the allocated office time; the effort of participating still falls on respondents, even when we pay no additional units for it.
Muna — community representative: I will mention that effort with the response date, and ask the office to record what cannot yet be specified, not just completed answers. A need may be clear while its timing remains unsettled. We keep that distinction visible rather than filling its column with a guess.
Basim — chairperson: The minutes will contain these limits and my responsibility for the date. We chose a step whose limit of withdrawal we know, while recognising that what we do not know continues to affect those without a slot.
