Spokesperson Nadia, journalist Raed and analyst Hala examine a fictional archive announcement. A promise tied to completed preparations has generated expectations about both timing and access to the whole collection. They separate what the wording commits to, what its presentation suggests, and what cannot be inferred about intent.

Nadia — spokesperson: We are discussing the announcement of a fictional archive. Yesterday we published: “We will open access after the preparations are complete.” We stated no date and meant a conditional opening, rather than a specified opening date. But readers’ messages refer to an opening this week.
Raed — journalist: That expectation did not come from nowhere. The announcement’s heading was “Soon in your hands”, with a photograph of a tidy room beneath it. I am not saying you promised Thursday, but that the presentation invites the reader to expect an imminent start.
Hala — analyst: Let us distinguish a date from the suggested nearness of it. The sentence makes opening follow completion of the preparations, without dating that completion. The heading adds a temporal suggestion; the absence of a date does not cancel that suggestion’s effect on the reading.
Nadia — spokesperson: I thought the phrase “after the preparations are complete” was sufficient to prevent understanding the announcement as a scheduled opening date. But I also chose the heading, so I cannot place responsibility for combining heading and text on the reader alone.
Raed — journalist: What preparations are delaying the opening? The room in the photograph is ready, and you mentioned no remaining work. If the condition is unexplained, the reader may see it as a formality rather than an actual limit on what you promise.
Hala — analyst: There is another ambiguity: does “access” mean the entire collection or part of it? Two readers may understand the same condition yet disagree about the promise’s scope. We need to specify what will open, not only when.
Nadia — spokesperson: We have sixty boxes. The first stage concerns twenty of them, and we have catalogued sixteen. The tables are ready, but the supervision schedule has not been approved. The three opening conditions are completing the catalogue of the twenty, having the tables ready, and approving the supervision schedule.
Raed — journalist: Then the photograph was not false, but it showed only the completed condition. And twenty is not sixty. I am not asking you to put every detail in the heading, but to ensure the reader does not need an interview to discover the promise’s limits.
Hala — analyst: The accuracy of one part of the presentation does not make the overall picture clear. Nevertheless, this gap does not establish that Nadia deliberately misled people. We can assess the omission’s effect and responsibility for correcting it without asserting the motive.
Nadia — spokesperson: I do not know when the supervision schedule will be approved, so I will not replace ambiguity with a guessed date. I must correct the statement today, but correcting it does not complete the remaining work. I can specify what we know and do not know.
Raed — journalist: I am not asking you to invent a date. But if you merely remove “soon”, “preparations” may remain an excuse that expands whenever we ask. I want known conditions we can follow and someone responsible for telling us what changed, rather than a date guarantee.
Hala — analyst: But responsibility for announcing the status differs from authority to complete every step. Nadia does not approve the supervision schedule, which does not excuse her from explaining that it is unapproved. Let us name who is responsible for the information without enlarging their authority in the statement.
Nadia — spokesperson: I will publish an update on Thursday about cataloguing the twenty and the supervision schedule, even if nothing changes. That is an information date I commit to, not an opening date. I will mention that the tables are ready so we do not portray all the work as pending.
Raed — journalist: Does the promise to open after the conditions are complete remain, or will the wording become “We will consider opening”? Removing a date that was never stated does not justify withdrawing the action that was stated. Clarifying a promise differs from weakening it.
Hala — analyst: That is an important question. The first statement was not devoid of commitment: it contains a future action tied to a condition. If opening becomes merely consideration, that changes the position rather than explaining the earlier wording.
Nadia — spokesperson: The conditional opening remains. This is my wording: “If cataloguing the twenty boxes is complete, the tables are ready and the supervision schedule is approved, we will open access to these boxes.” I will follow it with the status of each condition; I will not present the entire collection as if it were ready.
Raed — journalist: I accept that this specifies the scope, but a reader who saw yesterday’s announcement may not reread it. Do not merely edit the text in place. Publish a visible clarification naming the understanding you are correcting, without describing readers as inattentive.
Hala — analyst: Do not write “We promised nothing”; that contradicts the first sentence. You can say opening is conditional and the heading suggested a nearness you lacked information to specify. That acknowledges the wording’s effect, rather than admitting an intention to deceive.
Nadia — spokesperson: I will remove the heading that suggests nearness and replace it with “Conditions for opening the first stage”. I will publish the clarification separately alongside the corrected version. In the clarification I will say the earlier heading encouraged a temporal expectation we had no basis to specify.
Raed — journalist: I will report that and say the opening date remains unspecified. But on Thursday I will ask about the promised follow-up. Clarifying the wording does not close the accountability question or turn a delay into an event belonging to no one.
Hala — analyst: We can question the archive about the remaining work, and Nadia about the statement’s accuracy and publication of the update. That allocation does not detach her from her institution; it prevents conflating her authority over the words with someone else’s authority over the supervision schedule.
Nadia — spokesperson: I will state that the other forty boxes are outside this stage, with no announced date for making them available. When the twenty are ready, I will not use that readiness to give readers the impression that the remainder is ready. This limits the opening’s scope; it is not a fourth condition for it.
Raed — journalist: Some readers describe the announcement as evasive. I can report that description as theirs, but I will not write that an intention to mislead is established. That the heading and photograph obscured the limits of readiness, however, is criticism I can substantiate from the presentation itself.
Hala — analyst: Failure to establish intent does not invalidate the criticism, just as establishing misunderstanding does not by itself reveal intent. The questions differ: what did the statement say, what did it encourage people to expect, and what evidence shows that this was intended?
Nadia — spokesperson: I will now publish the specified wording and status of the three conditions, the separate clarification, and the date of Thursday’s update. I do not promise an opening this week, nor withdraw the promise to open the twenty after their conditions are complete. The opening has not yet happened.
Raed — journalist: I will put the update date in the report as an update date, rather than in a heading suggesting an opening. I will retain my criticism of the first announcement; accepting the clarification does not mean the previous presentation was clear, but that its limits can now be examined.
Hala — analyst: I will read the new statement on that basis: a conditional promise with a known scope, a settled information date, and an unsettled opening date. None takes the place of another, and fulfilling each commitment will remain a separate question from the accuracy of its wording.

What to remember
- A conditional opening promise can coexist with no fixed opening date; suggested nearness is a separate matter.
- Specify the collection and the remaining conditions instead of treating a truthful photograph as a complete account of readiness.
- Criticise an omission and require clarification without turning foreseeable misunderstanding into proof of deceptive intent.
