In a fictional community centre, Marwan celebrates fewer recorded no-shows after requiring advance room bookings. Evaluator Hala tests what the figures actually establish, while community advocate Amin brings refused short-notice requests into view. Every count and procedure belongs to this invented case.

أَمِينٌ: وَأَعُدُّ طَلَبَاتٍ، لَا أَشْخَاصًا مُخْتَلِفِينَ. قَدْ يَطْلُبُ الشَّخْصُ الْغُرْفَةَ فِي يَوْمَيْنِ، فَيَكُونُ لَهُ طَلَبَانِ. مِنْ هُنَا لَا أَسْتَنْتِجُ أَنَّ أَرْبَعِينَ شَخْصًا حُرِمُوا مِنْهَا، وَلَا أَنَّ كُلَّ طَلَبٍ مَرْفُوضٍ كَانَ سَيَجِدُ مَوْعِدًا مُنَاسِبًا.
مَرْوَانُ: إِذَنْ يَصِحُّ أَنْ أَقُولَ إِنَّ الْغِيَابَ الْمَسْجَّلَ بَيْنَ الْحُجُوزَاتِ قَلَّ، وَلَا يَصِحُّ أَنْ أَقُولَ إِنَّ الْوُصُولَ تَحَسَّنَ لِلْجَمِيعِ. لَكِنْ أَلَا يُرَجِّحُ انْخِفَاضُ النِّسْبَةِ أَنَّ الْمُهْلَةَ جَعَلَتِ النَّاسَ أَكْثَرَ الْتِزَامًا؟ أُرِيدُ تَفْسِيرًا لَا وَصْفًا فَقَطْ.

مَرْوَانُ: لَا أُرِيدُ أَنْ يُفْهَمَ هَذَا بِوَصْفِهِ طَرْدًا مُتَعَمَّدًا لِمَنْ لَا يَعْرِفُونَ مَوَاعِيدَهُمْ مُبَكِّرًا. صَغْنَا قَاعِدَةً وَاحِدَةً لِتَسْهِيلِ الْعَمَلِ، وَكَانَ هَمُّنَا الْمَوَاعِيدَ الْمَهْدُورَةَ. لَكِنَّ سَبَبَ الِاخْتِيَارِ لَا يُلْغِي مَا حَدَثَ عِنْدَ الْمَكْتَبِ.

Marwan — policymaker: At our fictional centre, we required anyone requesting the shared room to book forty-eight hours ahead. Bookings went unused, while the employee apologised to others for being unable to make the room available. I see the new month’s figures as evidence that this requirement succeeded.
Hala — evaluator: Before the requirement, we recorded one hundred confirmed bookings and twenty no-shows. Afterwards, we recorded sixty confirmed bookings and six no-shows. The rate fell from twenty per cent to ten per cent, but its denominator is confirmed bookings, not all requests to use the room.
Amin — community advocate: In the new month, forty requests were refused at the desk for failing to meet the notice period: twenty-four requests for a near-term appointment and sixteen for immediate use. The two categories are separate in the register; we do not count the same request twice. These requesters do not appear in the no-show rate.
Marwan — policymaker: I accept adding the refused requesters to the report, but the requirement was not introduced to reduce demand. We wanted the person booking to be able to arrange their attendance. The difference between six cases and twenty is not merely apparent, even if the report is incomplete.
Hala — evaluator: Before the requirement, we did not record requests that never became bookings. I therefore do not compare one hundred new requests with one hundred old bookings as though they were equivalent groups. The forty refused and sixty confirmed describe the new month’s register; they do not fill the gap in the old register.
Amin — community advocate: And I am counting requests, not distinct people. Someone may request the room on two days, creating two requests. I therefore do not infer that forty people were denied it, or that every refused request would have found a suitable time.
Marwan — policymaker: So I may say that recorded no-shows among bookings decreased, but not that access improved for everyone. Yet does the lower rate not suggest that the notice period made people more reliable? I want an explanation, not just a description.
Hala — evaluator: That is one possible explanation; another is that those still able to book were more reliable from the start. We did not make a comparison separating the effect of the notice period from the effect of a changed group of bookers. I am not denying its effect; I am specifying what the figures alone do not establish.
Amin — community advocate: But refusal because of the notice period is not a hypothesis about intentions. The employee wrote that reason on the forty requests. We are saying only that the requirement closed their route to acceptance, not that their requesters would certainly have attended if accepted.
Marwan — policymaker: I do not want this understood as deliberately excluding those who cannot know their schedules early. We formulated one rule to simplify the work, and our concern was wasted appointments. But the reason for our choice does not cancel what happened at the desk.
Hala — evaluator: Nor does it turn it into evidence of bad intent. Evaluation requires separating intention from outcome. Establishing this barrier is enough for us to review the rule’s scope, while keeping the question of its effect on no-shows open.
Amin — community advocate: The room register contains fourteen time slots that were never booked during the new month. I do not know whether their times matched the refused requesters’ needs. Available space does not guarantee suitability, but preventing anyone from asking for it closes the opportunity even before a comparison.
Marwan — policymaker: If we abolished the notice period for every booking, we would return to the problem we tried to solve. I prefer to retain advance bookings and release empty slots on the morning of their day. We will not take a slot away from someone with a confirmed booking to meet an immediate request.
Hala — evaluator: We do not know that abolition would restore the old rate, but your concern about losing orderly scheduling is understandable. Make the choice explicit: we modify the prohibition on near-term use when a slot is empty, and retain the advance-booking route, without claiming a guaranteed outcome.
Amin — community advocate: I accept that limit, provided visitors know that empty slots are listed in the morning. If the opportunity remains unknown, changing instructions inside the desk will not suffice. I am not demanding a promise to every arrival, but a known route for requesting what is available.
Marwan — policymaker: We will announce empty slots at the entrance and allow requests for them that day. Advance booking remains forty-eight hours ahead, and its holder retains their slot. This is a defined amendment to the bar on near-term requests, not an abandonment of booking organisation.
Hala — evaluator: And in the report we will separate advance bookings from requests accepted that day. If we combine them, the no-show rate may change because the mixture changes. We also need the number of used slots, to see whether waste decreased or only bookings did.
Amin — community advocate: We will record every request that is not accepted and its reason for refusal, whether the slot is occupied or outside the announced times. Do not make the number refused the sole measure; announcing the opportunity may reveal requests that previously never reached the desk.
Marwan — policymaker: That means an increase in recorded refusals after the amendment does not automatically mean access worsened. I will ask for accepted and refused requests to be shown together. But we do not want a complicated report consuming the employee’s time when they are meant to help visitors.
Hala — evaluator: A brief register of the requested time, the request’s outcome, the reason for refusal and actual use will suffice. It will not answer every question, but it remedies blindness to excluded requests. As for those who never requested at all, we will not claim to know their needs through this register.
Amin — community advocate: We will not describe the forty requests as certain lost bookings. Some may have sought an occupied slot even without the notice requirement. My demand is to show the barrier we created, not invent realised use to strengthen my objection to it.
Marwan — policymaker: I will withdraw the announcement’s phrase about improved service for everyone. I will retain the specific figures: six no-shows out of sixty confirmed bookings, compared with twenty out of one hundred previously. They will be followed by the forty refused requests and the limit on comparing the two months.
Hala — evaluator: Let the conclusion be that no-shows among recorded bookings decreased and that the notice requirement prevented acceptance of near-term requests.
