When I read the official minutes of the library committee meeting, I paused at a sentence announcing our agreement to extend evening opening hours. In my notebook, the decision was conditional on a one-month trial followed by a review of costs before continuing. The minutes did not mention that. I wondered whether I had confused a proposal I had heard with a decision we had agreed on.

Before objecting, I checked the draft sent to us after the session. The condition was there, and my colleague found the same wording in her notes. I sent both versions to the committee secretary to understand the difference. I asked him for an explanation before attributing an intention to him. The edit history showed that he had deleted the sentence while preparing the final version.

The secretary said he had shortened the text because the budget would be reviewed in any case. I asked why he had also removed the trial period, and he replied that he had considered the whole sentence repetitive. He admitted preferring a permanent extension but denied intending to change the decision. His preference made my suspicion understandable, yet it did not by itself prove bad faith.

At the next session, I presented the difference without an accusation. I said the signed minutes would be used to organise work, and that deleting the condition broadened the agreement regardless of the reason. The members confirmed that they had agreed to a limited trial and approved an official correction restoring the condition. The secretary supported the correction. It was sent to the staff who had received the previous version so that conflicting instructions would not remain.

The question of intention remained open, and I did not want to turn my suspicion into a fact. We agreed to show all members the edits before signing, instead of sending only a clean copy. When preparing the next set of minutes, the secretary sent the draft early and underlined every condition needing confirmation. I answered his questions and kept my notebook as I usually did.

What to remember

  • Identifying who edited a record does not by itself establish why they did it.
  • An omitted condition can change the scope of a decision even when intention remains uncertain.
