مُرَاجَعَةُ هَدَفٍ غَيْرِ وَاقِعِيٍّ
عَادِلٌ: هَدَفُنَا لِلشَّهْرِ الْقَادِمِ مِئَةٌ وَعِشْرُونَ مَلَفًّا. تَغَيَّرَتْ مَوَارِدُنَا، لَكِنَّ الطَّلَبَ لَمْ يَنْخَفِضْ.
هُدَى: أَتَفَهَّمُ ضَغْطَ الطَّلَبِ، لَكِنَّ الْفَرِيقَ أَصْبَحَ أَرْبَعَةَ مُوَظَّفِينَ بَدَلًا مِنْ سِتَّةٍ. الْهَدَفُ نَفْسُهُ يَحْتَاجُ إِلَى مُرَاجَعَةٍ.
عَادِلٌ: هَلْ يُمْكِنُنَا تَحْسِينُ تَوْزِيعِ الْعَمَلِ قَبْلَ تَخْفِيضِ الْعَدَدِ؟ لَا أُرِيدُ أَنْ نَفْقِدَ طُمُوحَنَا.
هُدَى: بِالتَّأْكِيدِ، لَكِنَّ الْهَدَفَ بُنِيَ عَلَى وُجُودِ سِتَّةِ مُوَظَّفِينَ. اِثْنَانِ مِنْهُمْ اِنْتَقَلَا إِلَى فَرِيقٍ آخَرَ.
عَادِلٌ: أَخْشَى أَنْ يُفْهَمَ التَّخْفِيضُ عَلَى أَنَّهُ تَرَاجُعٌ عَنِ الْجِدِّيَّةِ. مَا خَطَرُ الْاِحْتِفَاظِ بِالْهَدَفِ الْحَالِيِّ؟
هُدَى: قَدْ تَدْفَعُ الْمُبَالَغَةُ فِي الْهَدَفِ إِلَى التَّسَرُّعِ، فَتَزْدَادُ الْأَخْطَاءُ. وَإِعَادَةُ الْعَمَلِ تَسْتَهْلِكُ الْوَقْتَ الَّذِي نُرِيدُ تَوْفِيرَهُ.
عَادِلٌ: حُجَّتُكِ مَفْهُومَةٌ. اِقْتَرِحِي هَدَفًا يُمْكِنُ قِيَاسُهُ، مَعَ ضَمَانٍ وَاضِحٍ لِلْجَوْدَةِ.
هُدَى: بِنَاءً عَلَى سِجِلَّاتِ الْوَقْتِ، أَقْتَرِحُ خَمْسَةً وَتِسْعِينَ مَلَفًّا مُعْتَمَدًا. هَذَا يَتَضَمَّنُ أَثَرَ تَحْسِينِ تَوْزِيعِ الْعَمَلِ.
عَادِلٌ: وَمَا مِقْيَاسُ الْجَوْدَةِ؟ نُرِيدُ مَلَفَّاتٍ صَحِيحَةً، وَلَيْسَ مُجَرَّدَ عَدَدٍ كَبِيرٍ.
هُدَى: أَلَّا تَتَجَاوَزَ نِسْبَةُ الْمَلَفَّاتِ الْمَرْفُوضَةِ خَمْسَةً فِي الْمِئَةِ. وَالْمَلَفُّ الْمُعْتَمَدُ يُحْسَبُ مَرَّةً وَاحِدَةً فَقَطْ.
عَادِلٌ: سَنَسْتَخْدِمُ نَمُوذَجًا جَدِيدًا. أَلَا يَسْمَحُ لَنَا بِالْوُصُولِ إِلَى مِئَةِ مَلَفٍّ؟
هُدَى: رُبَّمَا، لَكِنْ لَا أُرِيدُ أَنْ أَعِدَ بِذَلِكَ قَبْلَ أَنْ نَقِيسَ الْوَقْتَ الَّذِي يُوَفِّرُهُ النَّمُوذَجُ فِعْلًا.
عَادِلٌ: أَقْبَلُ هَذَا التَّحَفُّظَ. كَيْفَ سَنَتَعَامَلُ مَعَ الْمَلَفَّاتِ الَّتِي تَزِيدُ عَلَى قُدْرَتِنَا خِلَالَ الشَّهْرِ الْقَادِمِ؟
هُدَى: نُعْطِي الْأَوْلَوِيَّةَ لِلْحَالَاتِ الْعَاجِلَةِ، وَنُبْلِغُ أَصْحَابَ الْمَلَفَّاتِ الْأُخْرَى بِالْمَوَاعِيدِ الْمُتَوَقَّعَةِ مُبَكِّرًا.
عَادِلٌ: جَيِّدٌ. أُرِيدُ أَيْضًا سِجِلًّا أُسْبُوعِيًّا لِلْأَخْطَاءِ، لِأَنَّ الْعَدَدَ وَحْدَهُ لَا يُظْهِرُ سَبَبَ التَّأَخُّرِ أَوِ التَّحَسُّنِ.
هُدَى: سَنُسَجِّلُهَا مَعَ أَسْبَابِهَا. بِهَذَا نَعْرِفُ إِنْ كَانَ الْعَائِقُ فِي النَّمُوذَجِ أَمْ فِي طَرِيقَةِ تَوْزِيعِ الْعَمَلِ.
عَادِلٌ: إِذَنْ نَبْدَأُ بِخَمْسَةٍ وَتِسْعِينَ، وَنُرَاجِعُ النَّتَائِجَ بَعْدَ أُسْبُوعَيْنِ. هَلْ تَقْبَلِينَ رَفْعَ الْهَدَفِ إِذَا سَمَحَتِ الْبَيَانَاتُ؟
هُدَى: نَعَمْ، بِشَرْطِ أَنْ تَبْقَى الْجَوْدَةُ مُسْتَقِرَّةً. تَغْيِيرُ الْهَدَفِ بِنَاءً عَلَى دَلِيلٍ أَفْضَلُ مِنْ تَغْيِيرِهِ بِسَبَبِ الضَّغْطِ.
عَادِلٌ: وَهَلْ يَتَفِقُ الْفَرِيقُ مَعَ تَقْدِيرِكِ؟ نَحْتَاجُ إِلَى مُلَاحَظَاتِ مَنْ يُنْجِزُونَ الْمَلَفَّاتِ يَوْمِيًّا.
هُدَى: سَأَعْرِضُهُ عَلَيْهِمْ الْيَوْمَ، وَأُبْلِغُكَ بِأَيِّ عَائِقٍ لَمْ نَأْخُذْهُ فِي الْحُسْبَانِ.
عَادِلٌ: سَأُثَبِّتُ الْاِتِّفَاقَ كِتَابِيًّا، وَأُرَاجِعُ عَدَدَ الْمُوَظَّفِينَ فِي نِهَايَةِ الشَّهْرِ الْقَادِمِ إِذَا بَقِيَ الطَّلَبُ أَعْلَى مِنْ قُدْرَتِنَا.
هُدَى: شُكْرًا لَكَ. لَسْتُ أَرْفُضُ الطُّمُوحَ؛ أُرِيدُ أَنْ يَكُونَ اِلْتِزَامُنَا وَاقِعِيًّا، وَأَنْ نَتَحَمَّلَ مَسْؤُولِيَّةَ تَحْقِيقِهِ مَعًا.

Adil: Our target for next month is one hundred and twenty files. Our resources have changed, but demand has not fallen.

Adil: Could we improve work distribution before reducing the number? I do not want us to lose our ambition.
Huda: Certainly, but the target assumed six employees. Two of them have moved to another team.
Adil: I am worried the reduction will be understood as becoming less serious. What is the risk of keeping the current target?
Huda: An excessive target may encourage rushing, increasing errors. Repeating the work uses up the time we want to save.
Adil: Your argument is understandable. Propose a measurable target with a clear quality safeguard.
Huda: Based on time records, I propose ninety-five approved files. This includes the effect of improving work distribution.
Adil: And what is the quality measure? We want correct files, not merely a large number.
Huda: The proportion of rejected files must not exceed five per cent. Each approved file is counted only once.
Adil: We will use a new template. Would that not allow us to reach one hundred files?
Huda: Perhaps, but I do not want to promise that before we measure the time the template actually saves.
Adil: I accept that reservation. How will we handle files that exceed our capacity during next month?
Huda: We prioritise urgent cases and tell the owners of the other files their expected dates early.
Adil: Good. I also want a weekly record of errors, because the number alone does not show the reason for delays or improvements.
Huda: We will record them with their causes. That way we will know whether the obstacle is in the template or in how work is distributed.
Adil: Then we start with ninety-five and review the results after two weeks. Would you accept raising the target if the data allow it?
Huda: Yes, provided quality remains stable. Changing the target based on evidence is better than changing it because of pressure.
Adil: Does the team agree with your estimate? We need feedback from those processing the files daily.
Huda: I will present it to them today and tell you about any obstacle we have not considered.
Adil: I will put the agreement in writing and review staffing at the end of next month if demand remains above our capacity.
