Hanaa — librarian: We will open the neighbourhood library’s two study rooms in the evening. The plan proposes booking seats exclusively through the website so visitors know before arriving whether they have a place.

Sami — resident: I understand that benefit, but bookings open at noon, when I am at work. I have my phone; an opportunity to use it is not available to me at every moment.

Lina — public-service designer: I had imagined that digital booking would make access easier regardless of someone’s location. It seems I focused on location and overlooked when seats become available and users’ circumstances.

Hanaa — librarian: The introductory session’s forms show that most attendees own phones. But that tells us nothing about those who did not attend, or about attendees’ ability to complete a booking.

Sami — resident: When I tried it on my phone, the confirmation button was outside the visible part of the screen. I thought the request had been sent and left the page without knowing a step remained.

Lina — public-service designer: That is a design flaw, and we should not call it a gap in your skills. I will make the request’s status clear at every step and test the page on small screens too.

Hanaa — librarian: We can provide a computer at the library and a staff member to help. But I do not want someone to have to come twice: once to book and again to use the room they booked.

Sami — resident: The help itself needs to be agreed on. An explanation of the steps is useful, but I would rather someone did not take my phone and complete the booking for me without my understanding what they are doing.

Lina — public-service designer: Then the user chooses between an explanation and direct assistance, and confirms the booking personally whenever possible. We will not make learning the system a condition for getting a seat that day.

Hanaa — librarian: There is another constraint: only two of us staff the evening session. If we turn the desk into a continuous training course, people who come to borrow books will wait longer.

Sami — resident: Booking can be separated from training. I call to reserve a seat when I need one and attend an optional explanation session at a time I choose, instead of receiving a lesson with every request.

Lina — public-service designer: Telephone booking is possible, but reserving seats exclusively for it could complicate allocation. I prefer a shared record that shows the same seats to staff and users and updates whenever a new booking is made.

Hanaa — librarian: That way we do not promise the same seat to two people. We will accept in-person bookings too, record each request in the same system, and give visitors paper confirmation if they want it.

Sami — resident: But a shared record does not solve the noon problem. Why not release half the seats at noon and the other half in the evening? Then the opportunity does not depend on being free at one particular moment.

Lina — public-service designer: We can do that if booking opens while the telephone is staffed. Otherwise, we give website users an advantage in practice even though the rule appears to be the same for everyone.

Hanaa — librarian: I will announce two periods when all three channels are available. Educational support will have a separate weekly session, and visitors can request another time if the announced session does not suit them.

Sami — resident: I also hope telephone booking will not carry an additional charge or a form asking why I avoid the website. I want to use the service, not prove that my circumstances deserve an exception.

Lina — public-service designer: I agree, because the choice of channel alone does not reveal why it is needed. We will collect the information required for the booking itself and make service-improvement questions optional and separate from the request.

Hanaa — librarian: How will we know whether the change works? I was going to use the percentage of digital bookings, but an increase could mean that people who need another route have withdrawn.

Sami — resident: Ask about people who tried but did not book, and those who could not find time to try. If you listen only to people with bookings, you will miss the experiences of those excluded by the system.

Lina — public-service designer: I will collect feedback from library visitors and the neighbourhood meeting, and track where bookings stop without retaining personal content. These sources complement one another; no single source represents all residents.

Hanaa — librarian: I will record callers’ waiting times and completed bookings in each channel. I will not count fewer calls as success until we know whether the cause is convenience or giving up on getting an answer.

Sami — resident: That means training will not become an excuse to shut down telephone booking after a month. I might learn digital booking well and still need another channel when my phone breaks.

Lina — public-service designer: Correct: independence does not mean relying on a single tool. I will withdraw the digital-only booking clause from the plan and establish that alternative access routes are part of the service’s design itself.

Hanaa — librarian: We will begin after fixing confirmation and preparing the shared record. I will divide responsibilities between the two staff members so the promise to answer the phone is a real service, not a reassuring phrase in an announcement.

Sami — resident: I will try the revised page and describe what confuses me, but my experience is no substitute for other voices. Invite people using different devices, as well as those choosing to book in person.

Lina — public-service designer: I will include them in the review session. We will assess people’s ability to book seats in the way that suits them: the goal is for them to reach the room, not to move everyone onto a screen.

What to remember

  • Separate owning a device from having time, usable design, and a practical route to a service.
  • Preserve user choice when offering assistance, and distinguish service access from compulsory training.
  • Question success measures that count completed bookings while overlooking people excluded before completion.
