هِشَامٌ: هَذَا الْإِقْرَارُ مُهِمٌّ، لِأَنَّ الْمُقَارَنَةَ تَفْقِدُ تَوَازُنَهَا حِينَ نُعَامِلُ غُمُوضَ خِيَارٍ كَعَيْبٍ، وَغُمُوضَ الْآخَرِ كَتَفْصِيلٍ. لَا أَطْلُبُ افْتِرَاضَ تَسَاوِي التَّكَالِيفِ، بَلْ إِظْهَارَ مَا نَجْهَلُهُ فِي كِلَيْهِمَا.
أَمَلُ: وَالصُّورَةُ الْمُعْرُوضَةُ مَأْخُوذَةٌ مِنَ الطَّرِيقِ الشَّرْقِيِّ، حَيْثُ لَا يَظْهَرُ الْمَمَرُّ. أُرِيدُ صُوَرًا مِنَ الْجِهَةِ الَّتِي نَمْشِي فِيهَا؛ فَتَجْرِبَةُ الْمَكَانِ لَا تَخْتَصِرُهَا زَاوِيَةٌ وَاحِدَةٌ مُلَائِمَةٌ لِلْعَرْضِ.
رَانِيَا: اِخْتَرْنَا تِلْكَ الزَّاوِيَةَ لِوُضُوحِ حُدُودِ الْقِطْعَةِ، لَا لِإِخْفَاءِ الْمَمَرِّ، لَكِنَّ النَّتِيجَةَ تَظَلُّ نَاقِصَةً. سَأُضِيفُ مَنْظَرًا مِنَ الْمَمَرِّ وَآخَرَ مِنَ الْبُيُوتِ، بِمِقْيَاسٍ وَاحِدٍ وَتَوْضِيحٍ لِمَوَاضِعِ التَّصْوِيرِ.
هِشَامٌ: وَحِمَايَةُ الْمَنْظَرِ لَا تَعْنِي الْمُحَافَظَةَ عَلَى صُورَةٍ جَمِيلَةٍ فَقَطْ. الْمَمَرُّ يَرْبِطُ الْحَيَّ بِالْمَطَلِّ، وَنَقْلُهُ قَدْ يُغَيِّرُ هَذِهِ الْعَلَاقَةَ حَتَّى إِنْ بَقِيَ شَرِيطٌ لِلْمَشْيِ عَلَى الْخَرِيطَةِ.

هِشَامٌ: يُمْكِنُ طَلَبُ تَمْدِيدٍ، لَكِنْ لَا يَنْبَغِي بِنَاءُ تَوْصِيَتِنَا عَلَى افْتِرَاضِ قَبُولِهِ. فُرْصَةُ التَّمْوِيلِ تَجْعَلُ التَّأْخِيرَ مُكْلِفًا، وَلَا تَجْعَلُ الْمَعْلُومَاتِ النَّاقِصَةَ كَافِيَةً لِتَرْجِيحِ مَوْقِعٍ عَلَى آخَرَ.
أَمَلُ: وَلَا تَعْتَبِرُوا حُضُورِي مُوَافَقَةً مِنَ الْحَيِّ. أَسْتَطِيعُ نَقْلَ تَجْرِبَتِي وَأَسْئِلَةِ جِيرَانِي، لَكِنَّنِي لَمْ أُفَوَّضْ بِاخْتِيَارِ الْمَوْقِعِ عَنْهُمْ. بَعْضُهُمْ يُفَضِّلُ دَعْمَ الْمَرْكَزِ وَلَوْ تَغَيَّرَ الْمَمَرُّ.
رَانِيَا: وَأَنَا أَرْفَعُ تَوْصِيَةً فَنِّيَّةً إِلَى اللَّجْنَةِ، وَلَا أَمْلِكُ اعْتِمَادَ الْمَشْرُوعِ. سَأُوَضِّحُ هَذَا فِي الْمَحْضَرِ، كَيْلَا يَتَحَوَّلَ اتِّفَاقُنَا عَلَى إِكْمَالِ الدِّرَاسَةِ إِلَى مُوَافَقَةٍ عَلَى التَّنْفِيذِ.
هِشَامٌ: أَقْتَرِحُ أَنْ يَشْمَلَ الْمَلَفُّ الْقَادِمُ فَحْصَ السَّطْحِ، وَخَرِيطَةَ الْمَمَرِّ، وَبَيَانًا بِمَصْرُوفَاتِ كُلِّ خِيَارٍ وَعَائِدِهِ الْمُتَوَقَّعِ. ثُمَّ نُنَاقِشُ وَزْنَ هَذِهِ الْمَعَايِيرِ بِصَرَاحَةٍ، بَدَلًا مِنْ إِخْفَائِهَا دَاخِلَ رَقْمٍ وَاحِدٍ.
أَمَلُ: وَأُضِيفُ سُؤَالَيْنِ إِلَى ذَلِكَ الْبَيَانِ: مَنْ يَسْتَفِيدُ فِعْلًا، وَمَنْ يَتَحَمَّلُ التَّغْيِيرَ؟ إِذَا ظَهَرَتِ الْمَنَافِعُ وَالْأَعْبَاءُ بِوُضُوحٍ، فَسَيَكُونُ الِاخْتِلَافُ أَكْثَرَ تَحْدِيدًا مِنَ اتِّهَامِ الْمُعْتَرِضِينَ بِرَفْضِ الطَّاقَةِ النَّظِيفَةِ.
رَانِيَا: سَأُوصِي بَعَدَمِ تَقْدِيمِ الطَّلَبِ بِصِيغَتِهِ الْحَالِيَّةِ، وَسَأَطْلُبُ التَّمْدِيدَ الْيَوْمَ. إِنْ رُفِضَ، فَقَدْ نَفْقِدُ هَذِهِ الْمِنْحَةَ؛ يَجِبُ أَنْ تَعْرِفَ اللَّجْنَةُ هَذِهِ النَّتِيجَةَ قَبْلَ اتِّخَاذِ قَرَارِهَا.

Rania: Today we are reviewing a proposal to place solar panels on the western hill to fund some community-centre expenses. I prepared the preliminary comparison, but the site has not yet been chosen.
Hisham: I support expanding renewable energy, and I object to describing the hill as unused land. Having no buildings does not mean it has no value for the people who walk there.
Amal: I live near that path and use it with my neighbours. We received a leaflet promising lower bills, so we thought the project would bring households a direct financial benefit. Is that accurate?
Rania: No, and the leaflet must be corrected. The proposed revenue is for the centre and includes no reduction in household bills. Our study estimates annual production at two hundred units on the hill and one hundred and twenty on the warehouse roof.
Hisham: Were both estimates based on comparable assumptions? I ask because the larger number seems decisive in the presentation, although the comparison involves costs and the effect of the location, not production alone.
Amal: Even the benefit to the centre needs explaining. Will the revenue subsidise activity fees or cover administration costs? Both are legitimate subjects for discussion, but they are not the same promise to residents.
Rania: The production estimates use comparable assumptions, and both figures are forecasts, not measured results. How the revenue would be allocated has not been decided. I will separate that issue from the technical comparison in the new version.
Hisham: The table gives the roof option a slightly higher cost. However, a small note says its assessment is incomplete. Have any additional works that assessment might reveal been included?
Amal: Does the hill cost include rerouting the path? The new line in the drawing is longer than the current one, and nobody has asked whether we could use it for our daily journeys.
Rania: We have not yet included either of those items. The two totals therefore should not be presented as final costs. I was highlighting missing roof data while playing down the missing information for the hill option.
Hisham: That admission matters because a comparison becomes unbalanced when one option’s uncertainty is treated as a flaw and the other’s as a detail. I am not asking us to assume equal costs, but to show what we do not know about both.
Amal: The displayed image is taken from the eastern road, where the path is not visible. I want images from the side where we walk; one convenient presentation angle cannot capture the experience of a place.
Rania: We chose that angle to show the plot boundaries clearly, not to hide the path, but the result is still incomplete. I will add a view from the path and another from the houses, using one scale and identifying the viewpoints.
Hisham: Protecting the landscape does not just mean preserving a pretty picture. The path connects the neighbourhood to the viewpoint, and moving it may change that relationship even if a walking strip remains on the map.
Amal: I admit that the site’s proximity to my home affects my position. Even so, I do not oppose panels wherever they are placed; I want an explanation of why this neighbourhood should bear the greatest impact.
Rania: The grant deadline is in a week, and the application requires a preferred site and an estimated cost. I therefore cannot say that putting forward the hill is merely a procedure with no effect on the decision.
Hisham: We can request an extension, but we should not base our recommendation on assuming it will be granted. The funding opportunity makes delay costly; it does not make incomplete information sufficient to favour one site over another.
Amal: Do not treat my attendance as the neighbourhood’s agreement either. I can convey my experience and my neighbours’ questions, but I have not been authorised to choose the site for them. Some favour supporting the centre even if the path changes.
Rania: I submit a technical recommendation to the committee; I cannot approve the project. I will clarify that in the minutes so that our agreement to complete the study does not become approval to proceed.
Hisham: I suggest the next file include the roof assessment, a map of the path, and each option’s expenses and expected revenue. Then we can openly discuss the weight of those criteria instead of hiding them inside one number.
Amal: I would add two questions to that statement: who actually benefits, and who bears the change? If benefits and burdens are clear, the disagreement will be more precise than accusing objectors of rejecting clean energy.
Rania: I will recommend against submitting the application in its current form and request an extension today. If it is refused, we may lose this grant; the committee needs to know that consequence before making its decision.
Hisham: I will write that my objection concerns this design and its effect on the path, not every use of the hill. If the design changes, I will review it without promising approval in advance.
Amal: I will request that both options be presented to residents after the leaflet is corrected and the data completed. Asking people whether they support lower bills will not reveal their view of this trade-off.
Rania: I will send the leaflet correction and recommendation memo together, and keep the production difference visible: eighty units according to our estimate. We should not hide that difference to make the roof option easier to defend.
Hisham: Exactly; shortcomings in the hill proposal do not establish the roof’s suitability. We need its assessment before recommending it, and may have to seek a third alternative if it proves unsuitable.
Amal: Then I will report that we have not chosen a site and that the funding deadline remains a real problem. I prefer that clarity to announcing agreement while leaving difficult questions until after work begins.
