Muna: One hundred and twenty thousand dinars has been allocated to our town’s services plan. Our task is to recommend priorities to the council, not to distribute money equally among neighbourhoods. I want to begin with needs that current services no longer meet.
Salma: At the school, we teach two groups in one room, and we have received forty-eight registration applications for next term. I propose adding two rooms; continuing the current arrangement limits the activities we can offer the children.
Faris: I travel daily from the eastern neighbourhood to the railway station for work. Extending the bus route will not solve my problem if its first trip remains at half past seven; my work starts at seven.
Nabil: I run a shop in the town and am requesting a service counter for shop owners. We go to the central office between nine and twelve, leaving our shops at a time when we need to remain in them.
Muna: The two rooms cost seventy thousand, the bus fifty thousand, and the new office thirty thousand: one hundred and fifty thousand in total. Let us also correct the growth figure: five hundred homes have been approved, but only one hundred and eighty are currently occupied.
Salma: I need to correct my figure too: eight applications are duplicates, leaving forty separate applications. Some families already live in the town, so I am not presenting the whole number as a consequence of new residents moving here.
Faris: The survey saying bus demand is low was conducted at the station at midday. It did not include people who leave hours earlier, or people who abandoned the bus because its schedule does not suit them.
Nabil: I collected twenty complaints about repeated visits to the office. In seven, the cause was missing attachments, not distance. That does not eliminate the problem, but it means a new building will not address every aspect of it.
Muna: We cannot combine applications, complaints and passengers into one count and then choose the largest. Let us ask whom current arrangements exclude from a service, and what would change for them if the proposal were funded.
Salma: Under our plan, the two rooms would let us separate the groups and accommodate the confirmed applications. The proposed schedule targets the start of next term, but I do not consider that date guaranteed before the work is approved.
Faris: The bus does not serve workers alone; the proposed route also passes the school. We could expand the school’s capacity to admit children while leaving their families struggling to get them there.
Nabil: Some employees in our shops live in the eastern neighbourhood. I therefore do not see bus spending as unrelated to traders’ interests. My question is: does the estimate include an early trip, or only a route extension?
Muna: The updated offer received yesterday includes a quarter-past-six trip within the fifty thousand, without removing existing trips. We must attach this version to the recommendation because the previous version did not make that clear.
Salma: Then the two services complement one another and do not compete for entirely separate groups of beneficiaries. Still, I will attach the application list with duplicates removed so that the first figure does not remain the basis for justifying the expenditure.
Faris: I also suggest checking the arrival time at the station, not just the departure time. An early bus will not help me if I arrive after the train that suits my work has left.
Nabil: I understand the reasoning, but deferring the office may be read as ignoring shops. I want the reasons and review date recorded, and whatever can be changed now in the existing service addressed.
Muna: I propose allocating seventy thousand to the school and fifty thousand to transport, and deferring the administrative building until the next budget review. This is a recommendation to the council; money is not spent simply because we agree at this meeting.
Salma: Could the existing office change some of its hours? I mean redistributing time, not asking staff to do extra work for free. We also need to know who would lose a time slot that suits them.
Faris: I would prefer not to call changed hours an equivalent replacement for the new office. Travelling to the centre would remain necessary even if the time became more convenient. It is a partial improvement worth trying with its limits made clear.
Nabil: One afternoon a week might help us. The required attachments could also be explained before a visit through a printed checklist applicants can take away. I do not claim that replaces the office, but it responds to some complaints.
Muna: The office management has approved trying a shift of Wednesday’s hours from morning to four until seven in the evening. The other days remain in the morning, working hours remain the same, and the trial lasts eight weeks.
Salma: Let us announce the change before it begins and collect feedback from people who relied on Wednesday mornings. Success for shop owners is not enough if we transfer the difficulty to other visitors without noticing.
Faris: For transport evaluation, I want to know who can now arrive on time. High boarding counts alone do not answer that; the same person may be counted twice on outbound and return journeys.
Nabil: I will collect information on whether transactions are completed with fewer visits, alongside feedback from morning visitors. I support the funding recommendation now because the comparison has become clearer, not because shops’ need for service has disappeared.
Muna: The minutes will contain the proposed allocation, corrected figures, hours trial and unresolved questions. We will evaluate each service eight weeks after its change begins, not on a single date that ignores their different start dates.
Salma: I will update the confirmed applications before the council meeting and explain to families that the schedule is still proposed. I do not want our recommendation to become a promise of places ready on a date that has not been approved.
Faris: I will check the arrival schedule with users who start work at different times. My experience reveals a gap, but it does not represent every commuter. That review needs to appear in the file before the offer is approved.
Nabil: I will explain to my colleagues why I supported a recommendation that does not fund our building this time. I want my agreement read alongside the reason for deferral and the review date, not as permanently giving up our right to present the need.

What to remember
- Correct duplicate applications and distinguish occupied homes from approved development before interpreting growth.
- Consider how school access, commuting and business needs overlap when allocating a limited budget.
- Evaluate changes for those who lose a useful service time as well as those who benefit, and keep recommendations distinct from approval.
