يَارَا: وَأَرَى أَنَّ الْحَاجَةَ يَجِبُ أَنْ تَكُونَ أَوْلَوِيَّةً فِي هَذَا الصُّنْدُوقِ. قَدْ يَحْصُلُ طَالِبٌ يَعْمَلُ لَيْلًا عَلَى دَرَجَةٍ أَقَلَّ، دُونَ أَنْ يَعْنِيَ ذَلِكَ أَنَّهُ أَقَلُّ جِدِّيَّةً فِي دِرَاسَتِهِ.
دِينَا: إِذَنْ نُحَدِّدُ الْغَرَضَ بِمُسَاعَدَةِ مَنْ تُهَدِّدُ الصُّعُوبَاتُ الْمَالِيَّةُ اسْتِمْرَارَهُمْ فِي الدِّرَاسَةِ، مَعَ التَّحَقُّقِ مِنْ قُدْرَتِهِمْ عَلَى التَّقَدُّمِ. أَمَّا جَائِزَةُ التَّفَوُّقِ الْخَالِصِ فَتَحْتَاجُ إِلَى تَمْوِيلٍ مُنْفَصِلٍ، وَلَا نَعِدُ بِهَا الْآنَ.
سَامِي: يَنْبَغِي أَنْ نُقَدِّرَ الْحَاجَةَ بَعْدَ حِسَابِ الْمَوَارِدِ الْمُتَاحَةِ وَالنَّفَقَاتِ الدِّرَاسِيَّةِ الْأَسَاسِيَّةِ. لَيْسَ الدَّخْلُ الْمُعْلَنُ وَحْدَهُ كَافِيًا، فَقَدْ تَخْتَلِفُ الِالْتِزَامَاتُ الْأُسَرِيَّةُ بَيْنَ طَالِبَيْنِ لَهُمَا الدَّخْلُ نَفْسُهُ.
رِيمُ: أُوَافِقُ، لَكِنْ كَيْفَ نَتَحَقَّقُ مِنَ الْقُدْرَةِ عَلَى التَّقَدُّمِ دُونَ أَنْ نَتَخَلَّى عَنِ الْجَانِبِ الْأَكَادِيمِيِّ؟ لَا أُرِيدُ أَنْ تَصِلَ الْمِنْحَةُ إِلَى طَالِبٍ لَمْ يَضَعْ خُطَّةً وَاقِعِيَّةً لِإِكْمَالِ مُتَطَلَّبَاتِهِ.
يَارَا: نَنْظُرُ إِلَى التَّقَدُّمِ الْأَخِيرِ وَخُطَّةِ الدِّرَاسَةِ، وَنُتِيحُ تَفْسِيرَ أَيِّ تَعَثُّرٍ. لَيْسَ الْهَدَفُ تَجَاهُلَ الْأَدَاءِ، بَلْ فَهْمَهُ فِي سِيَاقِهِ، خُصُوصًا إِذَا كَانَ نَقْصُ الْمَالِ جُزْءًا مِنْ سَبَبِ التَّعَثُّرِ.

يَارَا: وَأَقْتَرِحُ دَلِيلًا مُبَسَّطًا لِلطَّلَبِ وَجَلْسَةَ مُسَاعَدَةٍ مَفْتُوحَةً. بَعْضُ الطُّلَّابِ يَتَرَدَّدُونَ لِأَنَّهُمْ لَا يَفْهَمُونَ الْمُصْطَلَحَاتِ، وَقَدْ يَبْدُو مَلَفُّهُمْ أَضْعَفَ بِسَبَبِ الصِّيَاغَةِ، لَا بِسَبَبِ ضَعْفِ الْحَاجَةِ.
دِينَا: نُقَدِّمُ الْمُسَاعَدَةَ لِلْجَمِيعِ، وَنُعْلِنُ قَائِمَةَ الْأَدِلَّةِ وَالْمَوْعِدَ الْأَخِيرَ بِوُضُوحٍ. وَنَطْلُبُ اسْتِكْمَالَ النَّوَاقِصِ ضِمْنَ مُهْلَةٍ مُوَحَّدَةٍ قَبْلَ الْحُكْمِ عَلَى الْمَلَفِّ، مَا دَامَ الطَّلَبُ قَدْ قُدِّمَ فِي وَقْتِهِ.
سَامِي: وَمَنْ سَيَطَّلِعُ عَلَى التَّفَاصِيلِ الْمَالِيَّةِ؟ أُفَضِّلُ أَنْ يَتَحَقَّقَ مِنْهَا فَرِيقٌ صَغِيرٌ، ثُمَّ يُقَدِّمَ إِلَى اللَّجْنَةِ تَقْدِيرًا لِلْحَاجَةِ وَأَسْبَابَهُ، دُونَ تَدَاوُلِ الْوَثَائِقِ الشَّخْصِيَّةِ بَيْنَ جَمِيعِ الْأَعْضَاءِ.
رِيمُ: وَنُخْفِي الْأَسْمَاءَ فِي الْمُرَاجَعَةِ الْأُولَى بِقَدْرِ الْإِمْكَانِ. لَكِنَّ ذَلِكَ لَا يَكْفِي وَحْدَهُ؛ فَقَدْ يَتَعَرَّفُ الْمُرَاجِعُ عَلَى صَاحِبِ مَلَفٍّ مِنْ تَفَاصِيلِهِ، وَعِنْدَئِذٍ عَلَيْهِ الْإِفْصَاحُ عَنْ أَيِّ تَعَارُضٍ.
يَارَا: إِذَا كَانَ أَحَدُ الْمُتَقَدِّمِينَ قَرِيبًا لِعُضْوٍ فِي اللَّجْنَةِ، فَلْيَنْسَحِبْ ذَلِكَ الْعُضْوُ مِنْ مُنَاقَشَةِ مَلَفِّهِ وَتَقْيِيمِهِ. وُجُودُ الْعَلَاقَةِ لَا يَحْرِمُ الطَّالِبَ مِنَ التَّقَدُّمِ، وَلَكِنَّهُ يَسْتَلْزِمُ إِجْرَاءً وَاضِحًا.
دِينَا: نُثْبِتُ هَذَا الْإِجْرَاءَ فِي الْقَوَاعِدِ. وَلِكُلِّ مَلَفٍّ مُرَاجِعَانِ يُسَجِّلَانِ تَقْدِيرَيْهِمَا مُسْتَقِلَّيْنِ قَبْلَ الْمُنَاقَشَةِ. إِذَا اخْتَلَفَا اخْتِلَافًا كَبِيرًا، نَعُودُ إِلَى الْأَدِلَّةِ وَنَطْلُبُ مُرَاجَعَةً ثَالِثَةً، لَا تَسْوِيَةً عَجُولَةً.
سَامِي: قَدْ نَصِلُ إِلَى مَلَفَّيْنِ مُتَقَارِبَيْنِ عِنْدَ الْمَقْعَدِ الْأَخِيرِ. يَجِبُ أَنْ نُحَدِّدَ كَيْفَ نُرَجِّحُ بَيْنَهُمَا قَبْلَ رُؤْيَتِهِمَا، وَأَلَّا نَسْتَخْدِمَ تَرْتِيبَ التَّقْدِيمِ مِعْيَارًا لَمْ نُعْلِنْ عَنْهُ.
رِيمُ: عِنْدَ تَسَاوِي تَقْدِيرِ الْحَاجَةِ، نُقَارِنُ التَّقَدُّمَ الْأَكَادِيمِيَّ الْأَخِيرَ مَعَ مُرَاعَاةِ الظُّرُوفِ الْمُوَثَّقَةِ. وَإِذَا اسْتَمَرَّ التَّسَاوِي بَعْدَ ذَلِكَ، نَسْتَخْدِمُ قُرْعَةً مُوَثَّقَةً وَفْقَ قَاعِدَةٍ مَنْشُورَةٍ، لَا تَفْضِيلًا شَخْصِيًّا.
يَارَا: أَقْبَلُ ذَلِكَ بِشَرْطِ أَنْ يَكُونَ التَّسَلْسُلُ وَاضِحًا فِي الْإِعْلَانِ. وَلَا أُؤَيِّدُ تَقْسِيمَ الْمِنْحَةِ الْأَخِيرَةِ إِلَى نِصْفَيْنِ تِلْقَائِيًّا؛ فَقَدْ لَا يُمَكِّنُ أَيًّا مِنَ الطَّالِبَيْنِ مِنَ الِاسْتِمْرَارِ.
دِينَا: نُبْقِي عَلَى اثْنَتَيْ عَشْرَةَ مِنْحَةً كَامِلَةً فِي هَذِهِ الدَّوْرَةِ، وَنُعِدُّ قَائِمَةَ انْتِظَارٍ بِالْمَعَايِيرِ نَفْسِهَا. وَلَا نَعِدُ أَصْحَابَهَا بِتَمْوِيلٍ إِضَافِيٍّ مَا لَمْ يُؤَكَّدْ مَصْدَرُهُ وَمَوْعِدُ إِتَاحَتِهِ.
سَامِي: نَحْتَاجُ كَذَلِكَ إِلَى مَسَارٍ لِمُرَاجَعَةِ الْقَرَارِ. إِذَا أُغْفِلَتْ وَثِيقَةٌ أَوْ حُسِبَتِ النَّفَقَاتُ خَطَأً، فَيَجِبُ تَصْحِيحُ ذَلِكَ قَبْلَ إِقْرَارِ الْقَائِمَةِ النِّهَائِيَّةِ، لَا بَعْدَ صَرْفِ الْمِنَحِ.
رِيمُ: نُرْسِلُ الْقَرَارَ الْأَوَّلِيَّ مَعَ سَبَبِهِ، وَنُتِيحُ أُسْبُوعًا لِطَلَبِ الْمُرَاجَعَةِ. يَتَوَلَّاهَا عُضْوٌ لَمْ يُشَارِكْ فِي التَّقْيِيمِ الْأَوَّلِ، وَيَفْحَصُ الْخَطَأَ الْمُحَدَّدَ دُونَ اخْتِرَاعِ مِعْيَارٍ جَدِيدٍ لِلْحَالَةِ.
