Huda and Samir debate a neighbourhood plot, considering access, maintenance, and residents whose views are easily missed.

Huda: The empty plot in our neighbourhood could become a garden or parking. I favour a small garden where residents can relax.
Samir: I like the idea, but evening parking is insufficient. Some residents carry their shopping from distant streets.
Huda: I understand. Still, not every resident owns a car. We also need somewhere safe to sit.
Samir: True, but nearby parking matters for someone who struggles to walk. I do not want us to overlook that need.
Huda: I am not proposing removing existing spaces. Is turning the entire plot into parking really its best use?
Samir: Not necessarily. Do we have clear vehicle counts, or are we relying on impressions from returning home late?
Huda: We could count occupied spaces at different times for a week and ask residents about difficulties reaching their homes.
Samir: And ask who would use the garden. Having trees and benches does not mean the design suits everyone.
Huda: Agreed. The plan should include a level path and shade because sitting in the sun will not suit many people.
Samir: Who will care for the trees? I worry we will fund construction, then discover the maintenance budget is insufficient.
Huda: That is a fair objection. Maintenance costs must be calculated before voting, not after work begins.
Samir: Could we divide the plot? Seating and parking areas would each provide some benefit for both sides.
Huda: Perhaps, but equal division might leave two unusable areas. We need a drawing showing entrances and boundaries.
Samir: Then half for each use is not necessarily fairest. Useful space matters more than equal area.
Huda: Exactly. Let us also study organising existing parking; we might gain spaces without using the whole plot.
Samir: I will ask the municipality whether that is possible and request estimates covering construction, maintenance, and access for each option.
Huda: Please put paper notices at the building entrance; some neighbours do not use the online neighbourhood group.
Samir: I will, and we will accept paper responses too. No online reply does not mean no interest.
Huda: If the count shows a major shortage, we will review the parking area before submitting the final proposal.
Samir: If the shortage is limited, we will seek a solution preserving more green space. I am willing to revise my view.
Huda: So am I. I favour the garden, but want a proposal based on real needs, not only my preference.
Samir: Agreed: first gather information and views, then present clear options for discussion before deciding.
