سَمِيرَةُ: لَا أُشَكِّكُ فِي عَدِّكَ لِلْأَبْوَابِ؛ أَسْأَلُ عَمَّا أَضَفْتَهُ إِلَى الْعَدِّ. كَلِمَةُ مُغْلَقٍ تَصِفُ مَا رَأَيْتَهُ، أَمَّا غَيْرُ مُسْتَغَلٍّ فَتَفْتَرِضُ أَنَّ الِاسْتِخْدَامَ الْمُهِمَّ كُلَّهُ يَنْبَغِي أَنْ يَكُونَ ظَاهِرًا فِي تِلْكَ السَّاعَةِ.
هَالَةُ: هَلْ تَعْتَرِضِينَ عَلَى وَقْتِ الزِّيَارَةِ فَقَطْ، أَمْ عَلَى مَعْيَارِ الِاسْتِخْدَامِ نَفْسِهِ؟ فَهَلْ تُصْلِحُ زِيَارَةٌ أُخْرَى هَذَا الْخَلَلَ، أَمْ يَبْقَى شَيْءٌ لَمْ نَسْأَلْ عَنْهُ؟
نَبِيلٌ: قَصَدْتُ بِالِاسْتِخْدَامِ وُجُودَ نَشَاطِ بَيْعٍ فِعْلِيٍّ. لَمْ أَقْصِدْ أَنَّ مَنْ يُغْلِقُ كُشْكَهُ يُهْمِلُهُ بِالضَّرُورَةِ. وَمَعَ ذَلِكَ، إِذَا كُنَّا نَقِيسُ مَا يُتَاحُ لِلْمُشْتَرِينَ، فَلِلْإِغْلَاقِ دَلَالَةٌ، حَتَّى إِنْ كَانَ لَهُ سَبَبٌ وَجِيهٌ.
سَمِيرَةُ: هَذَا مَعْيَارٌ يُمْكِنُ مُنَاقَشَتُهُ، لَكِنَّ الْمُقْتَرَحَ يَتَعَلَّقُ بِتَوْزِيعِ الْمَكَانِ. مِنَ الْأَكْشَاكِ الِاثْنَيْ عَشَرَ، ثَمَانِيَةٌ يَتَقَاسَمُهَا بَاعَةٌ يَعْمَلُونَ صَبَاحًا فِي أَيَّامٍ مُخْتَلِفَةٍ؛ وَقَدْ وَثَّقَ السِّجِلُّ نَشَاطَهُمْ فِي الْأُسْبُوعِ نَفْسِهِ.
هَالَةُ: إِذَنْ لَيْسَ إِغْلَاقُ الْبَابِ دَلِيلًا كَافِيًا عَلَى خُلُوِّ الْمَكَانِ مِنَ الِاسْتِخْدَامِ. لَكِنَّهُ يَقُولُ شَيْئًا عَنْ الْخِدْمَةِ الْمُتَاحَةِ عَصْرًا. أُرِيدُ أَلَّا نُصَحِّحَ اسْتِنْتَاجًا مُتَسَرِّعًا بِاسْتِنْتَاجٍ مُعَاكِسٍ يَجْعَلُ كُلَّ إِغْلَاقٍ بِلَا أَهَمِّيَّةٍ.
نَبِيلٌ: أَقْبَلُ هَذَا التَّمْيِيزَ. وَأَعْتَرِفُ أَنَّنِي عَدَدْتُ الْكُشْكَ وَحْدَةً لِبَائِعٍ وَاحِدٍ، فَأَخْفَى جَدْوَلِي الشَّرَاكَةَ الزَّمَنِيَّةَ. غَيْرَ أَنَّ وُجُودَ مُسْتَخْدِمَيْنِ صَبَاحًا لَا يُجِيبُ عَنْ سُؤَالِ إِمْكَانِ اسْتِقْبَالِ بَائِعٍ آخَرَ بَعْدَ الظُّهْرِ.
سَمِيرَةُ: صَحِيحٌ، وَلَمْ أَقُلْ إِنَّ الشَّرَاكَةَ الْقَائِمَةَ تَمْنَعُ أَيَّ تَعْدِيلٍ. أَقُولُ إِنَّنَا لَا نَبْدَأُ مِنْ فَرَاغٍ. يَتْرُكُ بَعْضُ الْبَاعَةِ بَضَائِعَهُمْ فِي الْأَكْشَاكِ، وَيَحْتَاجُ تَقَاسُمُ السَّاعَاتِ إِلَى تَرْتِيبِ التَّخْزِينِ وَتَسْلِيمِ الْمَفَاتِيحِ.
هَالَةُ: بَقِيَتْ أَرْبَعَةُ أَكْشَاكٍ مِنَ الْمَجْمُوعَةِ الْمُغْلَقَةِ. لِنَعْرِفْ حَالَهَا قَبْلَ أَنْ نُسَمِّيَ الِاثْنَيْ عَشَرَ فُرْصَةً وَاحِدَةً؛ فَقَدْ يَكُونُ الْعُنْوَانُ مُرِيحًا لِلْقِرَاءَةِ، وَمُضَلِّلًا عِنْدَ اتِّخَاذِ الْقَرَارِ.
نَبِيلٌ: اثْنَانِ لَمْ يُخَصَّصَا لِأَحَدٍ، وَالْبَابَانِ فِيهِمَا بِحَاجَةٍ إِلَى إِصْلَاحٍ. أَغْفَلْتُ ذَلِكَ فِي الْخُلَاصَةِ، مَعَ أَنَّهُ مَذْكُورٌ فِي الْمُلْحَقِ. كَانَ الْقَارِئُ سَيَفْهَمُ أَنَّهُمَا جَاهِزَانِ لِلتَّسْلِيمِ، وَهَذَا لَا يَقُولُهُ الْمُلْحَقُ.
سَمِيرَةُ: وَالِاثْنَانِ الْآخَرَانِ خُصِّصَا لِبَائِعَتَيْنِ مُنْذُ أُسْبُوعَيْنِ، لَكِنَّهُمَا لَمْ تَتَسَلَّمَا الْمَفَاتِيحَ بَعْدُ. كُتِبَ فِي السِّجِلِّ أَنَّهُمَا لَمْ تَبْدَآ الْعَمَلَ، دُونَ ذِكْرِ التَّأْخِيرِ فِي التَّسْلِيمِ؛ فَظَهَرَ عَائِقُ الدُّخُولِ كَأَنَّهُ عُزُوفٌ عَنْهُ.
هَالَةُ: مَنْ يَقْرَأُ عِبَارَةَ لَمْ تَبْدَآ الْعَمَلَ قَدْ يَعُدُّهَا وَصْفًا مُحَايِدًا. وَهِيَ دَقِيقَةٌ فِي حَدِّ ذَاتِهَا، لَكِنَّ اخْتِيَارَ مَا يُذْكَرُ وَمَا يُحْذَفُ يَجْعَلُهَا تَحْمِلُ تَفْسِيرًا لَمْ يُصَرَّحْ بِهِ. هَلْ تَرَى ذَلِكَ يَا نَبِيلُ؟
نَبِيلٌ: أَرَاهُ، وَأُصَحِّحُهُ بِإِضَافَةِ سَبَبِ التَّأْخِيرِ. لَكِنَّنِي أَتَحَفَّظُ عَلَى اعْتِبَارِ كُلِّ حَذْفٍ مُحَاوَلَةً لِتَوْجِيهِ اللَّوْمِ. كَانَ الْخَلَلُ فِي تَعْرِيفِ الْخَانَةِ الَّتِي مَلَأْتُهَا، وَفِي مُرَاجَعَتِي لَهَا، لَا فِي حُكْمٍ مُسْبَقٍ عَلَى الْبَائِعَتَيْنِ.
سَمِيرَةُ: لَا أَنْسُبُ إِلَيْكَ تِلْكَ النِّيَّةَ. إِنَّ أَثَرَ التَّصْنِيفِ لَا يَتَوَقَّفُ عَلَى قَصْدِ كَاتِبِهِ. إِذَا نُقِلَ الْكُشْكَانِ بِحُجَّةِ غِيَابِ النَّشَاطِ، فَسَتَفْقِدُ الْبَائِعَتَانِ مَكَانًا لَمْ تُتَحْ لَهُمَا فُرْصَةُ اسْتِخْدَامِهِ، مَهْمَا كَانَ الْقَصْدُ حَسَنًا.
هَالَةُ: لِنَضَعْ جَدْوَلَيْنِ: أَحَدُهُمَا لِلْأَبْوَابِ الْمَفْتُوحَةِ فِي سَاعَةٍ مُحَدَّدَةٍ، وَالْآخَرُ لِلِاسْتِخْدَامِ وَإِمْكَانِ الْوُصُولِ. لَا أُرِيدُ أَنْ نَسْتَبْدِلَ بِالرَّقْمِ الْأَوَّلِ رَقْمًا أَجْمَلَ، بَلْ أَنْ نَمْنَعَ رَقْمًا وَاحِدًا مِنْ أَنْ يُجِيبَ عَنْ سُؤَالَيْنِ مُخْتَلِفَيْنِ.
نَبِيلٌ: وَسَأَحْذِفُ نِسْبَةَ الثَّلَاثِينَ فِي الْمِئَةِ مِنْ عُنْوَانِ الْمَسَاحَةِ الْمُهْدَرَةِ. هِيَ نِسْبَةُ الْأَكْشَاكِ الْمُغْلَقَةِ عِنْدَ الزِّيَارَةِ، لَا نِسْبَةُ الْمَسَاحَةِ الْقَابِلَةِ لِإِعَادَةِ التَّوْزِيعِ. كَمَا أَنَّنَا لَمْ نَقِسْ مِسَاحَةَ كُلِّ كُشْكٍ أَصْلًا.
سَمِيرَةُ: وَأَنَا أَتَحَفَّظُ عَلَى وَصْفِ الْأَرْبَعِينَ كُلِّهَا بِأَنَّهَا مُسْتَغَلَّةٌ لِمُجَرَّدِ وُجُودِ أَسْمَاءٍ فِي السِّجِلِّ. فَالتَّخْصِيصُ لَا يُثْبِتُ الْعَمَلَ، كَمَا أَنَّ الْإِغْلَاقَ لَا يُثْبِتُ التَّرْكَ. لَا يَخْدِمُ الْبَاعَةَ أَنْ نُخْفِيَ الْأَسْئِلَةَ بِعُنْوَانٍ مُطْمَئِنٍ.
هَالَةُ: مَا الَّذِي يَبْقَى مِنَ الْمُقْتَرَحَيْنِ بَعْدَ التَّصْحِيحِ؟ نَبِيلٌ يُفَضِّلُ نَقْلَ أَكْشَاكٍ إِلَى الْمُنْتَظِرِينَ، وَسَمِيرَةُ تُرَجِّحُ تَقَاسُمَ السَّاعَاتِ. لَا أُرِيدُ أَنْ نَخْتَارَ بَيْنَهُمَا لِأَنَّ أَحَدَهُمَا أَلْطَفُ لُغَةً.
نَبِيلٌ: إِذَا أُتِيحَ الدُّخُولُ وَظَلَّ كُشْكٌ بِلَا نَشَاطٍ أَرْبَعَةَ أَسَابِيعَ، فَسَأَقْتَرِحُ مُرَاجَعَةَ تَخْصِيصِهِ. الْمُدَّةُ مَعْيَارٌ أَقْتَرِحُهُ هُنَا، وَلَيْسَتْ قَاعِدَةً فِي السُّوقِ. وَالْمُرَاجَعَةُ تَسْمَحُ بِسَمَاعِ السَّبَبِ قَبْلَ الْحُكْمِ، وَلَا تَعْنِي نَقْلًا تِلْقَائِيًّا.

Hala — moderator: We have a training report about an invented market called Pomegranate Shade Market. It describes twelve closed stalls out of forty as unused space and proposes transferring them to sellers waiting for a place.
Nabil — economist: I wrote the report after a visit at four in the afternoon. Twenty-eight stalls were open, and I do not deny the narrowness of the sample. But the closed doors, alongside the waiting list, made the need for change seem obvious.
Samira — sociologist: I am not questioning your count of the doors; I am asking what you added to the count. Closed describes what you saw, whereas unused assumes that all relevant use should be visible at that hour.
Hala — moderator: Are you objecting only to the timing of the visit, or to the criterion of use itself? Would another visit resolve this flaw, or is something still missing from our questions?
Nabil — economist: By use I meant actual selling activity. I did not mean that anyone closing a stall was necessarily neglecting it. Nevertheless, if we are measuring what is available to shoppers, closure matters even when it has a good reason.
Samira — sociologist: That is a criterion we can discuss, but the proposal concerns allocating space. Of the twelve stalls, eight are shared by sellers who work mornings on different days; the register records their activity in that same week.
Hala — moderator: Then a closed door is not sufficient evidence that the space has no use. But it tells us something about the service available in the afternoon. I do not want us to correct a hasty inference with an opposite inference that makes every closure irrelevant.
Nabil — economist: I accept that distinction. And I acknowledge that I counted each stall as a unit for one seller, so my table concealed sharing over time. Yet having morning users does not answer whether another seller could be accommodated in the afternoon.
Samira — sociologist: Correct, and I did not say the existing sharing rules out any change. I am saying we are not starting from empty space. Some sellers leave their goods in the stalls, and sharing hours requires arrangements for storage and handing over keys.
Hala — moderator: Four stalls remain from the closed group. Let us establish their status before calling all twelve a single opportunity; the headline may be convenient to read but misleading when a decision is made.
Nabil — economist: Two have not been allocated to anyone, and their doors need repair. I omitted that from the summary, although it is in the appendix. A reader would understand them to be ready to hand over, which is not what the appendix says.
Samira — sociologist: The other two were allocated to two women sellers two weeks ago, but they have not yet received the keys. The register says they have not started work without mentioning the delayed handover, so an obstacle to entering appeared to be reluctance to enter.
Hala — moderator: Someone reading have not started work may regard it as a neutral description. It is accurate in itself, but the choice of what is included and omitted makes it carry an interpretation that has not been stated. Do you see that, Nabil?
Nabil — economist: I do, and I will correct it by adding the reason for the delay. But I am wary of treating every omission as an attempt to direct blame. The fault lay in the definition of the category I filled in and in my review of it, not in a prejudgment of the two sellers.
Samira — sociologist: I am not attributing that intention to you. The effect of a classification does not depend on its author’s intention. If the two stalls are transferred because of absent activity, the two sellers will lose a space they were never given the opportunity to use, however good the intention.
Hala — moderator: Let us make two tables: one for doors open at a specified hour, and another for use and access. I do not want to replace the first figure with a prettier one, but to prevent a single figure from answering two different questions.
Nabil — economist: I will remove the thirty-percent figure from the heading wasted space. It is the percentage of stalls closed during the visit, not the percentage of space available for redistribution. We did not even measure each stall’s area.
Samira — sociologist: And I would resist describing all forty as used merely because names appear in the register. Allocation does not establish activity, just as closure does not establish abandonment. Hiding the questions under a reassuring headline does not serve the sellers.
Hala — moderator: What remains of the two proposals after the correction? Nabil favours transferring stalls to those waiting, and Samira favours sharing hours. I do not want us to choose between them because one uses kinder language.
Nabil — economist: If access has been provided and a stall still has no activity for four weeks, I would propose reviewing its allocation. The period is a criterion I am proposing here, not a market rule. Review allows the reason to be heard before a judgment; it does not mean automatic transfer.
Samira — sociologist: I propose offering afternoon hours to those waiting after establishing the current sellers’ conditions. We have not yet asked those waiting whether those hours suit them, so I do not count the eight stalls as eight ready opportunities or guarantee acceptance of sharing.
Hala — moderator: Then the summary should show what we do not know, and the proposals should not be presented as findings from observation. I will retain mention of the waiting list; correcting the description of the stalls does not remove those people’s need for a place to work.
Nabil — economist: I will reword the recommendation because the data do not support transferring all twelve together. I will not remove the first visit from the report: it reveals limited afternoon activity, even though I gave it a broader meaning than it could bear.
Samira — sociologist: I will add the storage conditions to my proposal instead of presenting sharing as a solution that easily preserves everyone’s interests. An arrangement might improve some sellers’ situation and increase others’ burden; we should state that possibility clearly too.
Hala — moderator: I will publish the corrected summary under Closure, Use and Access, with both proposals and their qualifications. I will not write that we agreed on redistribution; we agreed that the description we relied on concealed more than one question, and that changes what we are entitled to infer.
Nabil — economist: And I ask that the correction appear at the start of the text, not in a small footnote. Sharing hours might look like merely a concession to the sellers, when it is a possible answer to a question I did not initially ask.
Samira — sociologist: That does justice to the discussion without deciding it in my favour. You still prefer separate allocation, and I prefer sharing when it is feasible. Our disagreement now concerns an arrangement whose limits we understand, rather than doors to which we assigned meanings they never expressed.
