نَبِيلٌ: وَأَنَا لَا أَسْتَطِيعُ تَأْكِيدَ قُدْرَتِنَا عَلَى تَغْطِيَةِ الْمَدِينَةِ كُلِّهَا. فَرِيقُ التَّشْغِيلِ يَعْمَلُ قُرْبَ طَاقَتِهِ الْقُصْوَى، وَأَيُّ وَعْدٍ وَاسِعٍ سَيُؤَثِّرُ فِي الطَّلَبَاتِ الْعَادِيَّةِ أَيْضًا.
سَلْمَى: أَسْمَعُ ثَلَاثَ مَسَائِلَ مُخْتَلِفَةً: فُرْصَةً تِجَارِيَّةً، وَجَدْوَى مَالِيَّةً، وَقُدْرَةً تَشْغِيلِيَّةً. لَنْ نَحْسِمَهَا بِسُؤَالٍ عَامٍّ عَنْ تَأْيِيدِ الْفِكْرَةِ أَوْ رَفْضِهَا. مَا الْمَعْلُومَةُ الَّتِي تَنْقُصُ كُلَّ قِسْمٍ؟
هُدَى: أَحْتَاجُ إِلَى تَكْلِفَةِ الطَّلَبِ الْكَامِلَةِ، بِمَا فِيهَا الْوَقْتُ الْإِضَافِيُّ وَالطَّلَبَاتُ الَّتِي يَتَعَذَّرُ تَسْلِيمُهَا. لَكِنَّ الْحِسَابَ الْحَالِيَّ يَسْتَبْعِدُ هَذَيْنِ الْبَنْدَيْنِ، فَيُظْهِرُ صُورَةً مُتَفَائِلَةً أَكْثَرَ مِنَ اللَّازِمِ.
كَرِيمٌ: أَقْبَلُ أَنَّ الْحِسَابَ نَاقِصٌ، لَكِنْ لَنْ نَعْرِفَ التَّكْلِفَةَ الْفِعْلِيَّةَ دُونَ تَجْرِبَةٍ. وَمَا أَخْشَاهُ هُوَ أَنْ يَتَحَوَّلَ طَلَبُ مَعْلُومَاتٍ كَامِلَةٍ إِلَى تَأْجِيلٍ لَا يَنْتَهِي.
نَبِيلٌ: يُمْكِنُ تَجْرِبَةُ الْخِدْمَةِ فِي حَيَّيْنِ مُتَجَاوِرَيْنِ، بِحَدٍّ أَقْصَى قَدْرُهُ أَرْبَعُونَ طَلَبًا يَوْمِيًّا. هَذَا يَسْمَحُ لَنَا بِالتَّعَلُّمِ دُونَ تَعْرِيضِ كُلِّ الْخِدْمَاتِ لِلضَّغْطِ فِي وَقْتٍ وَاحِدٍ.
سَلْمَى: لِنَنْظُرْ فِي هَذَا الِاقْتِرَاحِ الْمَحْدُودِ. هَلْ تَظَلُّ اعْتِرَاضَاتُكُمْ كَمَا هِيَ إِذَا كَانَ الْقَرَارُ يَخُصُّ تَجْرِبَةً لِسِتَّةِ أَسَابِيعَ، وَلَا يَتَضَمَّنُ الْتِزَامًا بِالتَّوَسُّعِ بَعْدَهَا؟
كَرِيمٌ: هَذَا أَقَلُّ مِمَّا طَلَبْتُ، وَلَكِنَّهُ أَفْضَلُ مِنَ الِانْتِظَارِ. أَحْتَاجُ فَقَطْ إِلَى رِسَالَةٍ وَاضِحَةٍ لِلْعُمَلَاءِ، حَتَّى لَا يَفْهَمُوا أَنَّ الْخِدْمَةَ مُتَاحَةٌ فِي جَمِيعِ الْأَحْيَاءِ.
نَبِيلٌ: نَكْتُبُ الْحَيَّيْنِ وَالْحَدَّ الْيَوْمِيَّ بِوُضُوحٍ، وَنُوقِفُ قَبُولَ الطَّلَبَاتِ السَّرِيعَةِ عِنْدَ بُلُوغِهِ. لَا أُرِيدُ أَنْ يُجْبَرَ الْفَرِيقُ عَلَى تَعْوِيضِ وَعْدٍ تَسْوِيقِيٍّ لَمْ نُوَافِقْ عَلَيْهِ.
هُدَى: النِّطَاقُ الْمَحْدُودُ يُخَفِّفُ قَلَقِي، لَكِنَّهُ لَا يَحُلُّ مُشْكِلَةَ الْقِيَاسِ. فَالتَّجْرِبَةُ سَتَتَزَامَنُ مَعَ حَمْلَةٍ تَرْوِيجِيَّةٍ، وَقَدْ نَنْسُبُ إِلَى التَّوْصِيلِ زِيَادَةً سَبَبُهَا الْحَمْلَةُ.
سَلْمَى: هَذَا اعْتِرَاضٌ عَلَى تَفْسِيرِ النَّتَائِجِ، لَا عَلَى النِّطَاقِ وَحْدَهُ. كَرِيمُ، هَلْ يُمْكِنُ فَصْلُ بَيَانَاتِ الْحَمْلَةِ؟ وَهُدَى، مَا الَّذِي يُمْكِنُنَا اسْتِنْتَاجُهُ بِحَذَرٍ حَتَّى إِنْ بَقِيَ بَعْضُ التَّدَاخُلِ؟

كَرِيمٌ: أَسْتَطِيعُ تَوْفِيرَ تِلْكَ الْبَيَانَاتِ، مَعَ أَنَّ الْأَحْيَاءَ لَنْ تَكُونَ مُتَطَابِقَةً تَمَامًا. وَسَأَتَجَنَّبُ وَصْفَ كُلِّ زِيَادَةٍ بِأَنَّهَا نَتِيجَةٌ مُبَاشِرَةٌ لِلْخِدْمَةِ إِذَا لَمْ تَسْمَحِ الْأَدِلَّةُ بِذَلِكَ.
نَبِيلٌ: وَسَأُضِيفُ أَثَرَ التَّجْرِبَةِ فِي الطَّلَبَاتِ الْعَادِيَّةِ. قَدْ يَكُونُ التَّوْصِيلُ السَّرِيعُ مُنْتَظِمًا، بَيْنَمَا يَتَحَمَّلُ الْعُمَلَاءُ الْآخَرُونَ التَّأْخِيرَ؛ عِنْدَئِذٍ لَا أَعُدُّ النَّتِيجَةَ نَجَاحًا تَشْغِيلِيًّا.
سَلْمَى: إِذَنْ نُرَاجِعُ أُسْبُوعِيًّا التَّكْلِفَةَ وَالِانْتِظَامَ وَأَثَرَ الْخِدْمَةِ فِي بَقِيَّةِ الطَّلَبَاتِ. وَنُعَلِّقُ التَّجْرِبَةَ إِذَا تَجَاوَزْنَا الْمِيزَانِيَّةَ الْمُعْتَمَدَةَ أَوْ اسْتَمَرَّ تَرَاكُمُ الطَّلَبَاتِ الْمُتَأَخِّرَةِ يَوْمَيْنِ مُتَتَالِيَيْنِ.
كَرِيمٌ: أَخْشَى أَنْ نُوقِفَهَا بِسَبَبِ اضْطِرَابٍ عَابِرٍ فِي الْبِدَايَةِ. هَلْ يَعْنِي التَّعْلِيقُ إِلْغَاءَ التَّجْرِبَةِ، أَمْ أَنَّهُ يَمْنَحُنَا فُرْصَةً لِفَهْمِ السَّبَبِ وَتَصْحِيحِهِ قَبْلَ اسْتِئْنَافِهَا؟
هُدَى: أُفَضِّلُ التَّمْيِيزَ بَيْنَهُمَا. إِذَا تَجَاوَزْنَا الْمِيزَانِيَّةَ نَتَوَقَّفُ، ثُمَّ نُرَاجِعُ السَّبَبَ قَبْلَ أَيِّ اسْتِئْنَافٍ. لَا يَنْبَغِي أَنْ يَتَحَوَّلَ الْحَدُّ الْمَالِيُّ إِلَى رَقْمٍ نَتَجَاوَزُهُ ثُمَّ نُبَرِّرُهُ.
نَبِيلٌ: وَالتَّعْلِيقُ يَعْنِي وَقْفَ قَبُولِ طَلَبَاتٍ سَرِيعَةٍ جَدِيدَةٍ، لَا تَرْكَ الطَّلَبَاتِ الْمَقْبُولَةِ. سَنُكْمِلُهَا، أَوْ نَتَّفِقُ مَعَ أَصْحَابِهَا عَلَى مَوْعِدٍ بَدِيلٍ إِذَا تَعَذَّرَ الْوَفَاءُ بِالْمَوْعِدِ الْأَصْلِيِّ.
سَلْمَى: قَبْلَ أَنْ أُقَرِّرَ، أُرِيدُ سَمَاعَ مَوْقِفِ كُلِّ قِسْمٍ صَرَاحَةً. لَا أَعْتَبِرُ الصَّمْتَ مُوَافَقَةً، وَسَيَتَضَمَّنُ الْمَحْضَرُ التَّحَفُّظَاتِ الَّتِي لَمْ تُحْسَمْ، حَتَّى إِذَا مَضَيْنَا فِي التَّجْرِبَةِ.

Salma: We have an hour to determine our position on same-day delivery. I want us to distinguish a goal we share from a method that remains disputed.
Karim: From the sales side, I think delay is costing us opportunities. Some customers ask about fast delivery and may turn to a competitor if we keep merely studying the idea.
Huda: I do not object to improving the service, but to treating interest as evidence of profit. We may gain additional orders while losing more on each order than we earn.
Nabil: I cannot confirm that we can cover the whole city. Operations is working close to capacity, and any broad promise will also affect ordinary orders.

Karim: That is less than I requested, but better than waiting. I just need a clear message for customers so they do not assume the service is available in every neighbourhood.
Nabil: We state the two neighbourhoods and the daily limit clearly, and stop accepting express orders once it is reached. I do not want the team forced to make up for a marketing promise we did not approve.
Huda: The limited scope reduces my concern but does not resolve the measurement problem. The trial will coincide with a promotional campaign, and we may attribute to delivery an increase caused by the campaign.
Salma: That objection concerns interpretation of results, not just scope. Karim, can we separate the campaign data? Huda, what could we cautiously conclude even if some overlap remains?
Huda: We can measure cost and delivery reliability, but establishing that the service caused increased sales will remain harder. I suggest comparing the covered neighbourhoods with similar ones that receive the campaign but not the service.

Salma: Before I decide, I want each department’s position stated explicitly. I do not treat silence as agreement, and the minutes will include unresolved reservations even if we proceed.
Huda: I remain reserved; I would prefer to run the trial at a different time from the campaign. But if proceeding is the decision, I will monitor costs and present results, explaining the limits of what they show.
Karim: I support the limited trial and accept the suspension conditions. I understand Huda’s reservation because the comparison will not answer every question, but it will provide information we do not currently have.
Nabil: I support it only within the stated limits, and need the team trained before it starts. I give no advance approval to expansion; that will require a fresh capacity assessment.
Salma: Under my delegated authority, I approve the trial with these conditions. We will record the finance department’s reservation and will not describe the decision as unanimous. Resuming after any suspension remains subject to our review.
Huda: I want the minutes to state the reason for my reservation, not merely its existence. If expansion is discussed later, the question of overlap with the campaign must remain part of our interpretation.
